The Park District serves all people of every age and ability. The District serves a population of approximately 24,000 people residing within the Park District boundaries.

Property Taxes from businesses and homeowners make up approximately a third of the revenue of the operating funds of the Park District (33%). Fees paid for services like general recreation programs, swimming, camps etc. make up 30% and our revenue facilities the ice arenas make up 35% and 2% comes under the category of other. About .06 cents of each tax dollar goes to the Rolling Meadows Park District.

Illinois is a state that has a variety of taxing districts within each community. The City of Rolling Meadows has four different park districts serving its residents. The majority of residents are served by the Rolling Meadows Park District. Other park districts serving the community include the Salt Creek Rural Park District, Palatine Park District and the Schaumburg Park District.

As supervisors plan program budgets many aspects are considered to cover the cost of the program. One benefit to our residents is that they will always pay the lowest price for a program. Depending upon the program offering the cost can be up to 1 1/2 times more for a non-resident.

A resident is defined as one who either resides or personally owns real-estate within the Rolling Meadows Park District boundaries. If your residency is in question you can bring a copy of your property tax statement for verification when you register.

If you reside within the Park District boundaries, you are considered a resident and are entitled to the resident rate for programming.

Non-residents are welcome to participate in programs and services at a non-resident rate. The Rolling Meadows Park District also has a variety of inter-governmental and reciprocal agreements with surrounding park districts so you may be eligible for a discount. Check the Park District program catalog for information on these agreements.

The District does offer scholarships but only to park district residents and only for recreational programming. (No scholarships for competitive team sports, trips or contractual programs). The scholarship program is supported by the RM Park District Foundation, the RM Rotary Club and many local businesses. Scholarship forms outlining the criteria for acceptance are available through the Superintendent of Recreation's office.

Vandalism can be costly from a parks operation perspective, please report any vandalism to 847-818-3200 or email info@rmparks.org. If you specifically have witnessed any acts of vandalism, provide as much information as you can. Vandals that are caught will be required to make restitution to the Park District.

If you should notice any problems with safety at our parks, playgrounds or facilities please report it. Our goal is to provide the safest possible recreation opportunities that we can. Email info@rmparks.org with your safety concerns.

The R.E.C. program is available at Willow Bend, Central Road and Kimball Hill elementary schools for children Kindergarten through 6th grade (Kindergartners are able to participate on a limited basis - see below). Children must attend the participating elementary school in order to register for the R.E.C. program at that school.

Kindergarten R.E.C. Options

Children who attend a morning Kindergarten class can sign up for the After Morning Kindergarten program. Childcare is provided from the time the morning kindergarten class is dismissed until 6 p.m. Children get on a bus with other Morning Kindergarteners. The children ride the bus to the Rolling Meadows Park District Community Center, where Kindergarten R.E.C. staff greet them at the bus and bring them to the program until their home school dismisses all classes for the day. Children will then be transported back to their home school for the After-School portion of R.E.C. until 6pm.

Children in a morning Kindergarten class can also sign up for any Before-School R.E.C. option.

Children who attend an afternoon Kindergarten class can sign up for any After-School R.E.C. option. There is no Before-School R.E.C. option available for children who attend an afternoon Kindergarten class.
Children who attend a full-day, dual-language Kindergarten class (where available) can sign up for any of the Before-School and After-School R.E.C. options.

We work closely with NWSRA (Northwest Special Recreation Association) to provide a child with special needs with an aide, if one is needed, to fully-participate in the program or if our staff require additional training to best serve the needs of the child. Please indicate on the ePACT emergency form if you would like to be considered for an aide or if there is any information that you would like to share that will help us offer the best accommodations for your child.

The Before-School portion of R.E.C. runs from 7 A.M. until school starts and After-School R.E.C. runs until 6 P.M.

1st - 6th Grade and PM Kindergarten/Full-day Kindergarten: Each of the three participating schools uses a designated classroom as their base where parents drop off in the morning and pick up in the evening.

Morning Kindergarten Extended-Day R.E.C. Program: Your child can be dropped off at the school's R.E.C. room any time after 7 A.M., or if you do not wish to use the Before-School session, you can drop your child off directly to their kindergarten class at the beginning of the school day. After their morning kindergarten class, school staff will take children to get on a District 15 bus with other kindergartners. The children ride the bus to the Rolling Meadows Park District Community Center, where Kindergarten R.E.C. staff greet them at the bus and bring them to the program until their home school dismisses all classes for the day. Children will then be transported back to their home school for the After-School portion of R.E.C. until 6pm.

The Open Enrollment Application Period is for new families interested in joining the R.E.C. program. Applications will be filled out online during this period. Enrollment will be determined by priority and need. Those with a full-time-care need will be given priority. Part-time-care applications will only be placed if no full-time-care applications are left. If you have questions about your application, please contact the Recreation Supervisor during regular business hours. Applicants will be notified by the Recreation Supervisor whether their child has a spot in the program or if they are put on a wait-list.

Open enrollment begins in March and will follow a first-come first-served basis. Applications will be accepted at the start of regular business hours during open enrollment. This period will be ongoing throughout the school year. If maximum capacity has already been reached at your child's school, the Park District will contact you if your child will be placed on a wait-list. If openings become available at your school, you will be contacted once we are able to place your child into the program. No deposit is required to be on the wait-list. Enrollment may be closed in August based on the school district.

The Lottery Application Period is for new families interested in joining the CARE program. It takes place during the month of February. Applications can be dropped in the collection box at the Park District Community Center at any time during this period since first-come is NOT first-served due to the lottery process.
